स्वघोषणा
१. कर्णाली उत्सव कर्णालीलाई चिन्ने र चिनाउने मुख्य उद्देश्यका साथ हरेक वर्ष आयोजना बहस कार्यक्रम हो। उत्सव स्वयंसेवी प्रयास हो, त्यसैले उत्सव सञ्चालनको लागि आवश्यक खर्च व्यवस्थापनका लागि विभिन्न तहका सरकार, गैरसरकारी सङ्घसंस्था एवं व्यावसायिक क्षेत्रबाट सहयोग लिने गरिन्छ।
२. कर्णाली उत्सव बहस र विमर्शको कार्यक्रम हो र कर्णालीका वहुआयामिक विषयमा विमर्श गरी नीति निर्माणमा सहयोग पुग्ने गरी बहसका निष्कर्षहरुलाई अभिलेखीकरण गरिन्छ। उत्सवका बहसबाट निक्लिएका निष्कर्षहरुलाई नीति निर्मातासम्म पुर्याउने काम आयोजकले गर्दछ, कार्यान्वयनको जिम्मेवारी सम्बन्धित नीतिनिर्माताहरु र सरकारको हो।
३. कर्णाली उत्सव आयोजक अर्थपूर्ण समावेशिताको विषयप्रति संवेदनशील छ। उत्सवका हरेक सत्रलाई समावेशी बनाउने र सबै वर्ग, लिङ्ग, क्षेत्रलाई अधिकतम रूपमा समेट्ने प्रयास आयोजकले गर्दछ ।
४. कर्णाली उत्सवको नाममा कर्णाली उत्सव प्रयोग गरिएको छ, जहाँ कर्णाली शब्द राज्यले औपचारिक रूपमा प्रयोग गर्ने शब्दको रूपमा लिइएको छ। उत्सवको मूल नारा रहेको कुडा शब्द खस भाषाको शब्द हो। खस भाषाको उद्गमस्थलको रूपमा कर्णाली क्षेत्र परिचित रहेकाले उत्सवका अधिकतम सत्रहरूको नामहरु खस भाषामा हुन्छन्।
५. उत्सव कर्णाली प्रदेशको सम्भावनाको विषयमा कुरा गर्ने, कर्णालीलाई चिन्ने र चिनाउने अभियानको रूपमा रहेकाले उत्सवमा देश तथा विदेशका मानिसहरू सहभागी हुन्छन्। उत्सव कर्णालीमा र कर्णालीको विषयमा गरिने राष्ट्रिय बहसको कार्यक्रम हो।
६. उत्सव विभिन्न क्षेत्रको सहभागितामा सञ्चालन हुने भएकाले उत्सवको आर्थिक विवरण उत्सव आयोजकले आर्थिक वर्ष समाप्त भएको ३ महिना भित्र उत्सवको आधिकारिक वेबसाइटमा सार्वजनिक गर्दछ।
Karnali Utsav.. Kuda Karnalika

1. Karnali Utsav, Kuda Karnalika is an annual three-day long public discussion program with the main objective of recognizing and introducing Karnali and searching policy alternatives for prosperous Karnali. The festival is a voluntary effort, so assistance is sought from government, non-governmental organizations and corporate sector to manage the cost required to conduct the festival.
2. Karnali Utsav is a policy discussion and the outcomes of the discussions are documented to help in policy making. It is the responsibility of the organizer to convey the conclusions/ recommendations of the discussions to the policy makers/government, but the responsibility for implementation lies with them.
3. Karnali Utsav organizer is sensitive to the issue of meaningful inclusion. Organizer tries to make every session inclusive by covering all classes, genders and regions maximum.
4. Karnali Utsav is used in the name of ‘Karnali Utsav’, where the word ‘Karnali’ is taken as a word used formally by the state. The original slogan of the festival is Kuda Karnalika, a word in the Khas language. As the Karnali region is known as the origin of the Khas language, the names of most sessions of festival are in the Khas language.
5. As the festival is a campaign to talk about the potential of Karnali, to know and recognize Karnali, people from Karnali province and out of Karnali Province participate in the festival.
6. As the festival was conducted with the participation of multi-sectors, financial details of the festival will be made public by the festival organizer on the official website of the Karnali Utsav within 3 months of the end of the financial year.
